Bali construction companies compared: how to read three quotes line by line (2026)

Ask three Bali construction companies to quote the same 3-bedroom villa and you will receive three documents that cannot be compared on their totals. One prices the shell only. One includes a pool but excludes the pool equipment. One is cheapest because it assumes you will buy every tile and tap yourself. This article is the method our estimators use when an owner sends us competitors' quotes and asks "why is yours different?" — and it works for comparing any contractors on the island.

Step 1 — Rebuild every quote into the same eleven buckets

Before you look at a single number, paste each quote into a spreadsheet with eleven rows: preliminaries and site setup; earthworks and foundations; concrete structure; masonry and plaster; roof; doors, windows and glazing; electrical; plumbing and hot water; finishes (floors, walls, ceilings, paint); pool and landscaping; external works (fence, driveway, septic). Everything a contractor lists must land in one bucket. Anything you cannot place is a question for that contractor, not a guess.

Once the buckets are filled, the pattern is usually obvious: the "cheap" quote has two or three empty rows. Empty rows are not savings — they are invoices that arrive in month five.

Step 2 — Check the structure line against the drawings

Concrete structure is the bucket that decides whether the villa survives thirty wet seasons. Compare the rebar specification (a common Bali shortcut is 10 mm bar where the engineer drew 13 mm), the concrete grade (K-225 is the floor for structural elements; K-175 is for footpaths), and whether the foundation type matches your soil test. A quote that lists "foundation: standard" without a type is a quote for whatever is cheapest on the day.

Step 3 — Find the MEP exclusions

Electrical and plumbing are where quotes diverge most quietly. Look for these words: "PLN connection excluded", "water source by owner", "hot water by owner", "AC units by owner", "septic by owner". None of these are unreasonable — but each one is IDR 15–120 million that must be added before you compare totals. A PLN 3-phase connection alone can cost as much as the entire electrical rough-in.

Step 4 — Read the finishes allowance, not the finishes description

"Ceramic floor tiles" tells you nothing. "Floor tiles, allowance IDR 180,000/m² supplied and laid" tells you everything. Insist that every finish item carries a per-m² or per-unit allowance so that when you choose terrazzo over ceramic, you know the delta. Quotes without allowances are the ones that produce the "Bali contractor doubled the price" stories.

Step 5 — Compare payment schedules, not just totals

A contractor asking for 40% on signing is financing the previous project with your money. Milestone schedules tied to inspected stages — foundations poured, ring beam complete, roof on, first fix done, practical completion — protect you and keep the crew on your site. Step 6 — Ask three questions that are not on the quote

  1. Who is on site every day? A named site engineer, or a foreman who calls the boss when something goes wrong?
  2. Where can we see a build at month four? Finished villas show finishes; half-built villas show rebar, formwork and site tidiness.
  3. What happened on your last delayed project? Every contractor has one. The answer tells you how they communicate.

A worked example

An owner in Pererenan sent us two competing quotes for a 280 m² villa with a 4 × 10 m pool: IDR 2.9 billion and IDR 3.6 billion. After the eleven-bucket exercise, the lower quote excluded the pool equipment, septic, PLN, hot water and all external works — roughly IDR 420 million — and carried floor and sanitary allowances about 35% below what the owner had already chosen. Adjusted like-for-like, the two quotes were within 4% of each other. The decision then came down to site supervision and the payment schedule, which is where it should be.

What this means for your budget

Use our 2026 construction cost breakdown as the baseline for each bucket, then compare quotes against it. Anything 20% below the baseline in a single bucket needs an explanation; anything 20% above needs a justification you can see in the specification.

Frequently asked questions

How many construction companies should I ask to quote?

Three is enough if the drawings and specification are complete. Five or more usually means the brief is vague and every company is quoting a different building.

Is the cheapest Bali construction company always a risk?

Not always — but a total more than 15% below the others almost always hides exclusions or thinner specifications. Rebuild the quote into buckets before deciding.

Should the quote include the PBG building permit?

Ask for it as a separate line. Permit fees and drawings are legitimate costs; bundling them into 'preliminaries' makes comparison impossible.

Can I get a fixed-price contract in Bali?

Yes, if the specification is complete and allowances are defined. Fixed price with defined allowances is what we sign; open-ended 'cost plus' contracts rarely end well for owners.
